The eBay online auction site will pay $1.3 billion to buy the Bill Me Later online payments service to add to its PayPal division and Den Bla Avis and BilBasen, a Craigslist-like online classified service. eBay will also lay off 10 percent of its work force and sees third-quarter revenue hitting the low end of its forecast. eBay said the job cuts would affect about 1,000 employees and several hundred temporary workers.
